German consortium may participate in financing of Moscow - Kazan HSR together with PRC

On October 14, Siemens President and CEO in Russia and Central Asia Dietrich Moeller informed TASS that German Initiative Consortium may participate in the financing of the project of the Moscow — Kazan high-speed line (HSR) along with China. “We know that a specific scope of funding was announced under the agreement with China. However, this is not sufficient for financing the whole route and rolling stock. That is why we consider the possibility of funding a certain part, for example, equipment and rolling stock,” said Mr. Moeller. He also stated that previously, during a discussion at the forum of VTB Capital “Russia Calling!”, Russian President Vladimir Putin had spoken of the importance of financing for HSR development. “The President said that economic parameters, financing for such a project are a key issue,” emphasized Moeller. “We will see about the final cost of the rail line, but financing is necessary and we try to consider this area.” Additionally, Moeller added that Siemens is ready to deliver rolling stock jointly with Sinara and is interested in automatics, signaling, and energy supply for HSR. According to him, Siemens is ready to deliver to the HSR “next-generation Sapsans; and their design and manufacture can be performed at the JV of Siemens and Sinara — Ural Locomotives.” Commenting on the information that the main enterprises for designing trains for the Moscow — Kazan HSR today are Sinara Group and Chinese CRCC, the head of Siemens in Russia did not rule out the possibility of trilateral cooperation in this area. “Currently, we are not conducting such negotiations, but, from my viewpoint, we can consider all options.” he said.
