V.I.Yakunin – JSC Russian Railways preparing for the 2018 FIFA World Cup

I recently receive questions about the way Russian Railways will carry football fans and football-fanciers to matches of 2018 FIFA World Cup. The question is not idle because the only way to carry big masses of people between cities and with a high speed is a rail transport. That's why, according to the order of the Government of the Russian Federation about the management of the high-speed railroad service between cities hosting matches of the 2018 FIFA World Cup, JSC Russian Railways develops the concept of the management of a passenger transport service during the 2018 FIFA World Cup. And emphasis in this work is laid on high speeds.

Those who watch closely last events in this industry remember that main settings of the rapid and high-speed service in Russia were set up in the Strategy 2030 approved in 2008. After Russia had won the right to the World Cup host it became obvious that these plans should be corrected and besides towards the increase of the number of high-speed testing areas.

I can't uncover all detail now. The work on the project goes full blast. The final version is about to be ready by middle May. However for the most curious persons I can lift the veil. At the present moment we have assigned main directions of the management of the accelerated, rapid and high-speed service as a part of FIFA World Cup preparations.  Primarily it is high-speed projects with the speed of 300-400 kmh. We assigned two such districts: Moscow — St Petersburg and Moscow — Nizhniy Novgorod — Kazan. Both of them need building of independent, specialized trunks.

Rapid service with the speed up to 200 kmh is planned to be realized on several districts. It is Moscow — Harkov — Rostov-on-Don — Krasnodar — Adler, Moscow — Yaroslavl and also with a link with Western Europe and Ukraine. They also require no only the modernization of the infrastructure but also the building of additional main lines.

In some cases we want to set up the accelerated service of passenger trains with increase of the route speed up to 70-90 kmh. It is necessary to provide an acceptable travel time between cities and a suitable time-schedule.  

Finally, JSC Russian Railways will offer multimodal airport-city service in that cities which will host matches. They function in some areas but require an upgrade, and in some areas we'll have to build it from scratch.

According to the estimated calculation the required amount of accelerated, rapid and high-speed trains during the World Cup can be up to 90 pairs of trains per day. It is a very serious additional load for the current infrastructure. That's why we can't manage without building of new objects even including major repairs of railroads. 
As I mentioned before, we will finish the work on the project by middle May, submit it to the Government and share new detail with you. The future of the high-speed rail service is shaping in the Government because it is those infrastructure projects Vladimir Vladimirovich Putin speaks about last time. But such imfrastructure projects require funds and, primarily, state funds. The whole World works in such way. But just in view of this point even I, the “clinical” optimist have pessimistic feelings after statements of some big officials that Russian Railways shouldn't advance its rates but it also can't get money for the compensation of the regulation.

However, I rely on a common sense and don't call to buy samples of foreign outdated transport for a while.
