Spanish ADIF can participate in building of Moscow – St Petersburg HSR

Spanish government railway operator ADIF plans to participate in the Moscow — St Petersburg high-speed line building tender, ADIF Director of foreign affairs Joaquin Simenes Otero reported to journalists.

“ADIF considers this opportunity (participation in the tender). We have an agreement with RR and ADIF can participate on any phase of building”, — said Otero. The tender can be announced in December 2011.

Otero said that the company considers the opportunity to create a consortium with Spanish or European companies. According to him, the company's investment in such projects with use of private-public partnership mechanism could be 30%.

In April Denis Muratov, the General director of JSC "Skorostnye Magistrali", the associated HSR building company of JSC Russian Railways, reported that 4 consortiums pretend to participate in the project. Particulary, Germany is represented by Deutsche Bahn, China — by CNCR and CSNN, South Korea — by Hyunday Construction and  also one company from France.

According to Muratov, the cost of the line in Russian methods of calculation and standards is priced at a 1,2  trillion rubles but it can be decreased through the use of a lifetime cycle contract and harmonized European standards.

Otero also said that there is an interest in consignment of Spanish Talgo rolling stock for the high-speed railway.

On the Moscow — St Petersburg high-speed railway the running of 42 pairs of trains per hour is suggested. They can cover the distance for 2 hours and 30 minutes, making the maximal speed of 400 kmh. The forecasting volume of ridership is 14 millions passengers per year.
