Seizure of land for HSR project to be streamlined

Seizure of land for the needs of high-speed railway (HSR) construction projects should be done under a streamlined procedure. For this purpose, amendments of the Land Code have been prepared, said Alexander Misharin, First Vice President of Russian Railways (RZD) and CEO of High-Speed Rail Lines. “We have a new Land Code amended to substantially simplify land seizure”, said Mr. Misharin. “However, our assumptions are that if we seize land in accordance with the new Law, we go beyond 2017 with some sections. Therefore, we have prepared and proposed individual amendments for high-speed communication projects, which will shorten the period [of land seizure, TASS's note] twice without breaching the principal land seizure procedures and meet the required construction period”. As TASS has earlier informed, February will see a tender for surveys, land planning and marking and development of design documentation for Moscow-Kazan HSR section. Estimated cost of the contract is RUB20.9 bn. Moscow-Kazan line will be about 770 km long with trains travelling at speed of up to 400 km/h and stations at each 50-70 km. Travel time from Moscow to Kazan will be 3.5 hours against the current 14. The total value of construction is estimated at RUB1,068.5 bn, including infrastructure and train costs. Later the railway may be extended to Yekaterinburg and further to Beijing, China.
